Empire Tour Shirt- License Plate

This is what a business in United States was looking for in their t-shirt design

We want a tour shirt with all of the states that we visit for events throughout the year (Georgia, Florida, Alabama, South Carolina, North Carolina). We want each state represented by a license plate with a handdrawn feel that still showcases the state. We want one in the middle that is larger that says Empire and to have a skyline with in it and then other ones for each state scattered around it. Let the design be the state license plate and the wording on each be dance related. There needs to be cohesion to the colors (5 colors max)
