Logo for a memorial scholarship

Memorial scholarship for criminal justice students. Dakota wanted to be a police officer all his life. He also loved Halloween and the character Jack Skellington. need a logo which incorporates his two passions. this memorial scholarship is awarded to students who aspire to pursue a career in Law Enforcement. I am looking for the main text to curve around the logo, with the EST 2020 centered above the logo, and slogan curved under the logo <slogan should read "Books to Badges>. During the murder trial of the suspect accused of killing my son, I said to the judge that "Every badge he looks at for the rest of his life, he will have to wonder if they got it from the family of the person he killed", and "everyone is calling to defund the police, because of him we will be funding police officers."
