Logo design for Emergency Preparedness 501c3

This is what Connecticut Emergency Preparedness Alliance/CTEP Alliance was looking for in their logo design

We need a logo design for a Connecticut-based, not for profit emergency preparedness organization called CTEP Alliance. This alliance brings training, clinics, guidance and strategy to ensure that local towns and agencies are prepared for emergency situations (ie: natural disasters, pandemics, etc) and provides support in reaction to events that result in the need for emergency response.

I'm attaching the current logos but there are some considerations to keep in mind when getting to a new logo:
- we will need two versions of the logo - a multi/full color logo and one that can be executed in a single color (ie: white knocked out on a dark background, dark logo on white background)
- the swoosh with the stars inside the Connecticut state outline is a "common" treatment among emergency preparedness state organizations.
