Web Design Brief

We need to design a web page for e learning functionality with forum discussions and video tutorials as well as granaries and blog posts.. this is for african counties , looking for a navy blue and yellow design

( A subscribe/register option (FREE for now and only consider a subscription fee way down the line depending on usage/uptake need and compliance with donor requirements)
· An in-house moderated discussion forum that driven by an MIET Africa selected topic for discussion (possibility of different rights of access for different types of participants in future, but starting off as simple as possible – allowing all to participate in the forum). Articles on the topic submitted, moderated by MIET A and then posted on the site
· Documents repository and way to share, comment on and retrieve docs (also presumably different access for different users)
· Newsletters uploads/downloads section
· News updates section)
