Web Design Brief

I need a design for a web application landing page used by a US state agency that licenses child care providers.

Note:
1) The name of the application is "Maryland Child Care Administration Portal" (for now - it could change :)
2) Check out the current state gallery:
http://doit.maryland.gov/webcom/Pages/Gallery.aspx
Create something not too far from these standards, but MORE inspired.
3) Note the Maryland.gov image on that page as well!
4) Delivered in HTML 5 + Bootstrap 3 would be very helpful, but not required.
5) I've attached an image that my customer wants integrated - very cute children! This image can be used for color palette development as well.
6) Basically content-wise this is the default page that will surface welcome text and login controls. 2 column! The actual application behind the landing page is not in scope for this project.

Licensed child care providers in the state, and parents who use these child care providers.
