Designing and developing a custom site is not a problem, although not possbile within your budget.
Your budget can only cover the design phase of a small website.
to sum it up, if you want a professinal custom design and developed website you will need to choose a designer that can deliver a fully coded website and discuss the development costs with him.

Thanks for your invitation, but since you want a turnkey solution and payment is not guaranteed and the purse is too low for a website of the size your asking for, plus the fact that you've invited me with only two days to work with, I will respectfully have to decline the invitation. But then you already have 50+ designs to choose from...
