Just to clarify, your brief is a bit confusing about the budget, the current budget is for design only correct? the contract for the development will be given to the winning design along with a budget of it´s own i assume.

You are welcome to submit a design with a higher development price and we will compare it to other submissions and what we get for the price. We want the best website possible but cost is obviously an important consideration.

Thank you for the clarification, i thought that the 500$ was for the winning design + a Development contract, which i assumed it would have a budget of it´s own.
I suspect you wont be evaluating the code quality, and as such you will go to the lowest bidder for design + development. Which make it impossible for me to compete.

At Modulus we make a point of delivering responsive websites with high quality code that is manageable an extensible, we dont do "slice and dice".
I am not against anyone doing "slice and dice" from PSD files, which turn out to be not much that a static design on a unresponsive website., i totally understand that if you are going to make the development cheap you will need to reduce the man hours and the quality of the code otherwise you will be loosing money. But this isn't the kind of service we offer, and as such i have no solution other than stepping out.

I want it to be clear that i have the utmost respect for the designers at DesignCrowd. i am just saying "you get what you pay for".
