Hi. I'd like to say thanks for the project but I'm afraid I'll have to decline.

You are looking for a rather high end, detailed design and a budget of 150 euro, minus DC fees, charges and then converted to GBP would leave me with about £70 which is not enough for the time and effort a design of this quality would demand. That and the fact your project is not guaranteed may explain your low submission rate.
