If you looking for the psd design then its OK. If you need coding also you need to increase the budget.
Please talk to Design Crowd customer care. Basically Design Crowd deals with design file only.
I think they may help you to decide the budget. The budget you mentioned here is basically for design the home page of an wp site.

We think that you may go with the winner if he/she can make the template in WordPress and coding of template will be treated as an extra project. Once again I suggest that you should talk to Design Crowd customer care.
