Wordpress Design Brief

We will need a new or updated design that incorporates the following features:
-Reactive design that changes with the needs of the device.
-Static Background - only content scrolls
-Static Menu - similar to the Wordpress Twenty fourteen theme
-Alert box for important notices (closings/emergency use only) that doesn’t display unless active
-Margins must be wider than “standard wordpress theme” (fits the entire display at any resolution, doesn’t just center a columned design)
-Features an image scroll on the front page to show our current works/progress. (only if the screen is big enough). Should have swipe capability
-We must have a place on the front page to display the current school news as well as a location to display current events with a poster (see current webdesign for example)
-Uses the school colors (green and gold/yellow) in a way that is pleasing to the eye.
-Unique design to our school that is very clean and modern.
-Events need to be able to pop-out when you mouseover in a desktop environment. Example: http://themeforest.net/category/wordpress/creative (mouse over a theme and it shows additional information about it without a refresh)
-Custom Admin panel to easily updated the news and events section.
-Notes: We are currently using some free icons that we found to make the current site look not so boring since we do not have a lot of content on each page. We would like to step away from that and are open to suggestions. Possibly something like http://cerchez.com/demo/?theme=cross under the services section but smaller.
-Notes 2: We have plenty of pictures of our building and activities that can be used as a background, etc.
-We are open to new ideas and suggestions.
