Web Design Brief

I have a website that someone designed I am not happy with. It looks like the designer did not have the artistic ability to make a quality product. the power points are ideas that I had for the website. the business proposal was designed by someone else, and I like the style and font used, the website should reflect this document. The main part of the website should be informational with few pictures, maybe some background images behind or off to the side of the text. I would like to include a generic map with four locations marked, which, when you hover the cursor over them, show a picture of the actual location with an artistic effect or blurred so it doesn't look like a google maps snip, and a picture that resembles what services are offered there, along with the text description, pictures can be found in the documents I attached, also can be stock images. this is outlined in the power points roughly.
