Logo Design Brief

I am looking for a well designed logo which incorporates the attached ARES logo. I am also attaching a VERY old graphic of a previous design. I am hopeful to make this modern and professional with a great look. This group is part of a Sheriff's Office volunteer group that assists with emergency communications in disaters and Search and Rescue missions. The reference to Sheriff isn't necessary, however it should identify "Douglas County, Oregon" somewhere in the logo. I would like the colors to flow a bit better together as well.
