First you have selected the wrong project type. Your project should be Email Marketing Design.
But you have selected a graphic design project which cost less than a Email Marketing Design.

Second in Email Marketing Design only design will be given as final deliverables.

In your brief you asked for full functional Mailchimp template.For that after the design finalized a HTML coder will be needed to convert the design into email compatible HTML/CSS and then a developer will be needed who will embed the HTML/CSS code into Mailchimp and create the template. For this part you need to increase the budget.

The cost of the HTML/CSS and embedding is entirely depend on the design you will choose.
