With all due respect, if you want "All Number One Specialist Designers", you need to upgrade your budget.

Giving us a carte blanche to develop a Logo/Brand Identity without any information about the brand (tagline, purpose, unique proposition, etc), is like giving us to read your mind!
If you could at least tell us your positioning in your industry (e.g "we are the 'Apple' among recruiters", or "we are the 'Target' of the temp-work space", etc) it would go a long way.
Or you could tell us what you do better than your competition. Or even who they are (their websites) and how to you'd like to be different.

A top-quality logo is often the product of a detailed brief. We'd still have the carte blanche, but then we'd have a better grip on how to create the masterpiece you want.

We are a new start up, so don't have much information, basically we supply temporary workers to the construction/warehouse industry and supply drivers to Hgv industry.

That's all I can say as want to see the imagination of the designers.

I understand your perspective perfectly, not wanting to influence the creative direction.
However, I personally prefer more brand/brief definition before composing artwork, that way I have a frame of reference.
It's a much more efficient process. So, I'd be passing on this. But I do hope you find what you're looking for.
