T-shirt Design Brief

We are looking for a new T-shirt Logo for our Fire Station. Our Fire Station is the biggest station in our department and is considered the "Big House" because of its size and its located across the street from our county jail. We would like the following on the design:
1. Milpitas Fire Department
2. The Big House
3. Company 86 (top leaf of Maltese cross)
4. Engine (left leaf of Maltese cross)
5. Truck (right leaf of Maltese cross)
6. Battalion (bottom leaf of Maltese cross)
7. Traditional Fire Maltese Cross in the Background
8. Jail House Theme
9. I'm open to ideas for the character but it should look aggressive.
10. Axes, Ladders, Fire Hose are also nice to have in the logo if possible.
