Graphic Design Brief

I need a patch design altered to create the one we need. The patch below needs to be changed by adding a mountain scape behind the dog and flags, and the border needs to be slimmer with the "Department of State" the star then "International Narcotics and Law Enforcement" opposite. The words can take up the whole border but the font needs to be the same. and unlike the sample below it needs to be less black around the words providing more space inside the circle for the dog, flags, and mountain background.
