I responded to a similar comment from another designer asking if they would submit a sample that we could then select them. We would increase the budget.

if you still not going to select new submissions (samples from another designer) as a winning design, then ...I also would like to take part. But I can't because your contest type has restriction.
If you send me project invitation thus I could submit designs. Current project type (mini contest) doesn't allow me to participate because of rating restriction
