Kindly save the relevant photos (maybe in a zip format?) that you require to be on the Cover Page so that designers can work on it promptly.

Also, you might have to EXPORT your InDesign working file as an .IDML extension for compatibility throughout all InDesign Versions (CS 6 & lower versions).

It would be extremely helpful if you can provide a "package" of the InDesign file that comes with all the linked files and fonts within it.

Very simple to do, File > Package... and then just zip the folder and upload it here.
