Logo Design Brief

We are looking to incorporate a design that utilizes our City's logo. We are located in Winter Garden, Florida. We do not wish to copy their logo of course, just are looking for something to compliment it. I am hoping to have a logo that also shows exactly what we do, perhaps under the City's logo. We are looking for a four color scheme to include: Blue, Yellow, Green and predominantly Orange. My idea is that the Winter Garden logo is in a green tree with at least two workmen working underneath. One pushing a lawn mower, and the other trimming a low bush.
