T-shirt Design Brief

We need a graphic designed for the front of a t-shirt. The idea for the t-shirt is to have a Redfish (aka Red drum fish) tail sticking out of the water with some marsh flats grass around it. A key feature we'd like is for the "spot" on the tail to be in the shape of the state of South Carolina. I have included example pictures of the redfish tails and marsh grass for reference. We would like designers to take those examples and add their artistic touch.
