how to submit the design.

it depends on how you usually do this.
Either by making you an admin of that page or some other means.

I have not done this before, so suggestions are welcome.

generally there will be submit link on right side of the page. In your brief it is showing draft and that link is not visible.

and also it showing closed.

Will i receive any files to upload ?
How do i integrate the submitted work in the fb page ?

You have to contact designcrowd team for this. Generally we designers send our files through that submit link. In your brief that link is not showing..

Did i miss something or maybe the link will be available later ?

I havent designed yet! I saw there is no link thats why i sent the message. Can you contact the designcrowd support team.
Even i dont know how they will do it..

There you can see a temporary logo. Phrasing and colors wont change much and the torch will also stay
