The budget mentioned here is good enough for making the HOME page design and then making its HTML/CSS.
But for the inner pages, design and therefore HTML/CSS for all those inner pages job will not possible under the mentioned budget.

We went through the author website you have provided here. We have researched on their website. All most all the websites has multiple pages and has multiple functionalities.
To get a website, which is fully functional like them is quite a big job.

We do not use any common templates. First, we make custom design as per brief. That's whe all of our designs will be unique, and once design is finalized only then we develop the templates.

So the best solution is that you can discuss the job scope after home page design finalization with the winner if he/she capable to do the development for you.
In case if you will like our design then we will provide home page design along with its desktop version HTML/CSS as final delivarable.
