Logo Design Brief

Need a logo for a Digital advertising billboard sign mounted on a boat. Advertising images to beaches, roads, bridges, other boats and etc. I would like to have the word SPLASHBOARDS in all caps. I would like bright aqua colors, imagine a white canvas that somebody threw colors/paint on. Then have the outline of the letters SPLASHBOARDS . White billboard/background, 3-4 lights on the bottom of the sign evenly spaced facing upwards casting an illuminated outline, colorful paint splash on white boards, SPLASHBOARDS "as text in all caps", have SPLASHBOARDS filled in white overlaying the color splash background, and then have all text and graphic only visible in the illumination of the lights on the bottom!
