Do you want to receive the designs by the 23rd? Or do you just want to receive quotes till then and then you want to decide? I'm only asking because it is an unusually long time.

Ideally we'd like to have designs finalised by the 23rd - looking to spend no more than $100.

I think you should have given around 10 days for the quotes. So that the designer would have 5 days to work with, which is enough time to create a design and refine it a couple of times, based on your feedback in this matter. Also, you have not given any sort of design specifications or content, even if a designer wants to start working on it earlier. Also, if you stick to the $100 pricing, you will find only a few designers willing to work with those wages, and most of them will be inexperienced and could possibly deliver unsatisfactory results. But, if you are on a tight budget, I can understand.(Although, the A$100 - A$300 pricing in your brief is misleading)

I suggest you pick a designer as soon as the quote time is over, give him/her a very clear cut design brief and then give him/her a day to work on your designs. And then by constantly communicating via email or phone, refine the work in a few hours to get a satisfactory end product. That way you'll get your design by the 24th.

Here is a link to a theme that we had in mind in regards to font, romantic lights, landscape orientation is preferred. There can be a little colour either dusk or evening light.
