Hi,
My main focus is on the design, so if i get the right design without html then i will be satisfied to declare a winner and get html/css coding done afterwards (provided the files supplied make this as easy as possible).
 
However, if a designer wishes to submit a design and indicates that it will be provided with coding etc. then i will take this into consideration when declaring the winner, as it will save me the hassle of doing this after. This will only be a factor if there are two designs that i like equally, so better design wins over availability of html in this contest .
