Web Design Brief

We need a web design for a "Permit Online" system for an international petrochemical company. The web site is used internally within the company. It is hosted by an internal department which provides government permit request service for other departments.

We would like to see designs of two pages using color light blue. (home page, internal page as attached).
Home Page:
1. Header has a background image and small animation. Header on home page can be taller than the header of the internal page.
2. Layout as attached.

Internal Page:
1. Header can use the same background image as the home page and can be shorter to utilize the page for content.
2. The blue icon behind every captions represent an icon. When user move mouse over this icon, it displays the caption in Thai language as a tooltip. This icon needs to be redesign.

The final design should communicate the followings:
- Excellent service provided system in terms of time and accurary
- Rapid growth of business via building petrochemical refinery plant

For Internal Page, the blue circle behind every captions represent an icon. When mouse over this icon, a tool tip showing the caption in Thai language is shown. Please also design this icon..

There are more feedbacks from customer as followed:

1. Banner should consists of 
    1.1 "Approved" stamp on paper
    1.2 An image of Garuda. It is used on every government documents in Thailand
    1.3 Image of petrochemical plant
2. Each menu item (Home, Permit, Search, etc) should have different colors. Drop down menu will use the same color as its parent menu item.
3. Overall tone of the web page should be light blue with background of the body the web page in white
4. "New Request" button should use green color with icon on it
5. Table header of each box in the body of the page should use dark blue background with text in white
