Unless you have the original high res files, the original smoke image used on your business card is a desktop wallpaper from the internet. Although it may suffice for a business card print (?) it will not suffice for full-scale vinyl graphics. I’m sure the chosen designer is aware of this and will provide you with the correct or alternative files instead of mere low res visuals which will result in another person (and cost) working this to completion.
