The budget you mentioned is sufficient for the one page psd that mean Home page psd files with no coding or development.

If you need more pages design and logo design then you have to increase the budget or continue with the designer with new offer and budget for all other inner pages and logo design.

Please clarify the exact scope of work as this is design contest / competition.
The current budget suffices for Homepage uncoded psd design only - not full site designed or CSS coded or backend or ecommece integrated for this low budget

Do you need logo for your company !

I think we are not on the track from a design standpoint. I really want this website to look more like this [Non image link removed]. We seem to be stuck on this current design and we need to change asap.
