Please reconsider your budget . Normally here for a single home page psd the budget is right, but for the other pages designers will need to work hard, so the budget should be increased.

You can easily get many work without any problem. But for a quality deign I think there will be less person interested.
Please treat this as a suggestion, decision is yours.
