You have said in your brief that you would like to be able to edit this page. Are you wanting this project supplied as a ready .html file or will you be using something like Wordpress?

I''m open to suggestions; I do not have any html abilities, and understand wordpress is very user friendly for a novice, so if that is the easiest way to obtain a site for which I can update the content on occasion, that would be great.

I'll explain a little about your options at this point. To create a design for ready implementation into Wordpress, the budget you have set now is incredibly low.

It is a lot of work to implement a PSD design into a Wordpress theme. We have to dissect it into web-ready images, mock it up into HTML and CSS, validate it and test it for browser compatibility, program it into wordpress files, add or create plugins, test and revalidate it once more, and then get your approval and make changes if necessary.

This is a 24-48 hour process at the very bare-minimum, and this is not even including making the design in Photoshop to upload here to compete for first place.

This means at this point, you're asking designers to compete aggressively for a job they can only hope to make approx. $5.80-$3.27 per hour on. You can see how you're not getting many submissions on that front.

If you're looking for bare HTML/CSS, you're looking at perhaps half of the time necessary for a Wordpress theme, but we also have to create every page (this is automated with Wordpress), so this budget will be more like $6.00-$3.50 per hour for designers to compete for. Still rather meager.

This budget is best suited for a raw PSD design, which you will later have to have someone cut up into a working website, in either Wordpress or whatever other CMS software or raw HTML to put on your pre-purchased hosting.
