Animated Top Hat Man with Arms & Legs

I've attached an idea. Fundamentally a small man with an oversized top hat sitting down over his shoulders. Our company symbol is a Top Hat. I'm trying to bring it to life, but it doesn't have a face. Once I get the base figure in place, then maybe create certain poses with it that will convey a certain action or thought.
