City Parks and Rec department needs a new website banner

This is what a business in United States was looking for in their graphic design

We'd like to have an illustrated, cartoon-style banner for a Parks and Recreation Department new program registration website. The design should be sized at 2200px wide and between 200px-400px. We would like it to feature some of our parks features (ballfields, a lake, our water tower, playground, skatepark, trails, our community building, etc). We'd like this to be one of those designs where everytime you look at it, you see something new. I'm attaching pictures of our town, so you can get an idea of what features we'd like to include.
